The upcoming Romania Focus Pack for Hearts of Iron IV will offer a choice between faster industrial development and an agricultural economy with more building slots but a recruitment penalty. The “Romania: A Flawed Democracy” development diary from October 22, 2026 also details political branches, including the Iron Guard’s rise and choices facing the royal dictatorship.
An early decision between funding the New Kingdom and prioritising the Old Kingdom will determine which alternative political paths become available. The historical path will remain accessible whichever option players choose. That makes the opening investment consequential without forcing players away from the historical route.
Factories now or more room to build
The developers describe Balkan Industrialist as the shorter and faster economic path. It will provide industrial capacity directly, alongside production bonuses intended for peacetime preparations. Its announced advantage is therefore immediate: players will receive factories through the branch rather than relying solely on the capacity they can build themselves.
Breadbasket of Europe will grant fewer factories directly through focuses, but more trade bonuses and building slots than the industrial route. Those rewards serve a different purpose. Extra slots provide room for construction; they do not deliver the same immediate production capacity as factories awarded by a focus.
The agricultural branch will also impose penalties to the recruitable population factor. The developers say these can be removed later, so the restriction is not presented as permanent. Until then, agricultural development will carry a manpower cost alongside its commercial and construction benefits—a consideration for players balancing economic expansion with army recruitment.

The Iron Guard’s route extends into Balkan diplomacy
The fascist branch will allow players to strengthen the Iron Guard before demanding a referendum. That referendum will lead to the monarchy’s abdication and the Iron Guard taking power. Opposing movements will then need to be dealt with, making the transfer of power a stage in the political route rather than its endpoint.
Under Corneliu Codreanu, Romania will form the Legion of the Archangel Michael faction and invite other Balkan countries sharing its ideology. This gives the route a regional diplomatic dimension: the change of government will also open a project built around gathering ideologically aligned neighbours.
The historical path leaves room for a wartime reversal
The historical route will move from democracy towards absolute monarchy, then offer a choice between closer ties with Germany and easing the royal dictatorship. The latter direction is due to receive more detail in a later publication.
The course of the war will also shape the available branches. One will allow Romania to press its advantage, while another will offer a reversal of alignment accompanied by a change of government. Political direction will therefore depend on developments during the conflict as well as the opening funding decision.
For a Romanian campaign, the economic choice centres on when capacity becomes useful: direct industrial rewards favour earlier production, while agriculture offers more construction space with a recruitment constraint. These mechanics remain in development, and the announced differences do not establish either branch as the stronger choice across an entire campaign.
