Stellaris: Willpower and update 4.6 “Corona Borealis” are planned for Monday, November 23, as part of Stellaris: Season 10. In its October 21 development diary, the team details Galactic Halls, collective ideologies for Gestalts and the Lost Makers origin.

Galactic Hall placement will matter because some bonuses benefit the colony below. Moving a Hall will remain possible, but an energy cost and a 10-year in-game cooldown will make relocation a commitment.

Where you build a Galactic Hall will matter

The Galactic Hall technology will become available to research after your empire adopts an ideology and gains sufficient ideological strength. Halls can be placed around any celestial body you control. Their placement options are therefore broad, although colony bonuses tied to ethics give you a reason to consider what lies beneath them.

The relocation cooldown means a Hall cannot simply follow every change in your priorities: after moving it, you will need to wait 10 in-game years before moving it again. The practical trade-off is flexibility at an energy cost, with a long interval between moves.

Each Hall will begin with one Chamber slot, and your empire’s ethics will restrict the available choices. A Chamber associated with an opposing ethic cannot be installed; an authoritarian empire, for example, cannot choose the Chamber of Welfare. The Hall’s configuration will therefore reflect your empire’s ethical commitments.

Nomads will use a different arrangement. Their waystations will project ideological reach, while their Galactic Halls will take the form of modules.

Ethical Buildings will unlock alongside the Galactic Hall technology. Limited to one per colony, they will increase ideological strength and have two upgrades requiring ideological Society technologies. On starbases, Ideological Beacons will produce unity and increase Ideological Push, a multiplier for ideological reach.

Foreign ideas will increase Gestalt deviancy

Gestalt populations will follow an ideology collectively. Foreign ideas present in their systems will cause deviancy rather than convert individual drones. Higher deviancy will reduce the ideological strength they generate, giving outside ideological pressure a direct consequence for the collective.

Hive Minds will be able to codify Instincts, while Machine Intelligences will adopt Directives. To do so, they will need to discover ethical concepts from independent empires and complete a special project. An Agenda can trigger this process, or an event can offer it.

Lost Makers will follow the trail of a Precursor

Willpower will also introduce Lost Makers, an origin exclusive to Gestalt Machine Intelligences. Their search for their creators, including its outcome, will depend on the assigned Precursor. That connection gives the origin a narrative that varies with the Precursor attached to the empire.

These machines will start with the negative Redundant Module trait, which their quest will later allow them to reconfigure. Progression will also unlock a Civic unique to the origin.

November 23 remains the planned release date. For players considering Hall placement and Chamber choices, the announced restrictions establish the decisions involved, but the preview screenshots remain work in progress and may change or contain display errors.
